In order to make progress, I think we need to somehow reconcile the current draft and the Microsoft proposal, or at least discuss the path to get there. I don't think the forum will be the most efficient way to do this. I propose that we do that in a conference call, sometime towards the end of next week or the beginning of the week after that (ie. in the window March 15-20). I suspect we will have folks in both Pacific time zone and in the Japan time zone.

As a strawman, how about Friday March 15, 4pm Pacific Time; that should be 8am Tokyo Time.

I will provide the conf call facility, with local numbers worldwide; I will also provide a Acrobat Connect room, to have shared screens/whiteboards, etc.

Yes, Thursday March 15, 4pm Pacific Time, i.e. Friday 16, 8am Tokyo time. I heard back from Fantasai, John Dagget and Ishii Koji that they can make it.
