PRI 167: Combined registration of the Hanyo-Denshi
collection and of sequences in that collection
Introduction
A submission for the "Combined registration of the Hanyo-Denshi
collection and of sequences in that collection" has been received by
the IVD registrar. This submission is currently under review according
to the procedures of UTS#37, Unicode Ideographic
Variation Database, with an expected close date of
2010-06-25.
At the end of the review period, the submission has been incorporated into the 2010-11-14 version of the IVD, with minor adjustments, as 4,195 registered IVSes.

Review instructions
Reviewers are encouraged to comment on any aspect of the
submissions, but more particularly on:
- whether the intent of a proposed collection is appropriately
described
- whether the glyphic subset corresponding to a proposed sequence is
indeed a glyphic subset of the base character for the sequence
- whether the proposed sequences are congruent with the scope of
their collection, or whether a new collection may be more
appropriate

will be forwarded to the submitter. The content of the submission may
be adjusted during the review period to account for the comments

Description
In 2002-2009, three organizations, National Institute for Japanese Language and Linguistics, Information Processing Society of Japan, and Japan Standards Association, jointly worked on a project called 汎用電子情報交換環境整備プログラム (han'yô densi zyôhô kôkan kankyô seibi puroguramu; general purpose electronic information interchange environment preparatory program), that was funded by Ministry of Economy, Trade and Industry. The project picked up three major administrative systems, i.e., 住民基本台帳ネットワーク (zyûmin kihon daityô nettowâku; residential basic book network), 新戸籍システム (sin koseki sisutemu; new family registry system), and 新登記システム (sin tôki sisutemu; new commercial registry system), examined their proprietary Japanese coded character sets, identified kanji in those coded character sets, and arranged them into a list. The list, known as 文字一覧表 (mozi itiran hyô; list of letters) is published as a part of the project's final report.
The 文字一覧表 contains tens of thousands of kanji collected from the three administrative systems. Japan National Body has been proposing kanji that were not included in UCS to IRG as candidates to extensions to CJK unified ideographs. However, the identification and arrangement of the list is based on the administrative requirements and on the program's own guidelines, and it contains many instances that a group of kanji that are to be unified under the UCS criteria are distinguished in the list. Japan national body proposes to register appropriate ideographic variation sequences so that, in a future, Japanese administrative systems can use UCS and still distinguish all kanji in the list.
Hanyo-Denshi collection ultimately consists of the characterized glyphs in 文字一覧表 of 汎用電子情報交換環境整備プログラム.
