UCData 1.3 released

This version includes all the patches, one more fix that was not released as a
patch, and adds a character property table for defined characters.
Unfortunately, this drives the total size of the compiled data up to about
67K.

As a reminder, UCData is a package the compiles character properties, case
mappings, decompositions, and combining class data from the UnicodeData-2.*
files. An API is provided to get information about characters from this
data.
