Behaviour of Line Separator in BiDi

I recall someone stating on this list that the UTC was considering
changing the bidirectional algorithm so that Line Separator no longer
acted as a block separator and caused the base embedding level to be
reset. (It would simply start a new line.)

I can find no mention of this in the Unicode 2.1 standard in the various
bidi changes. Was this proposal abandoned, or is it yet to be published?
(Or am I mistaken about it being a UTC proposal.)
