Summary of code page 850 vs. the Euro

This is my structly unofficial summary of what is going on:

1. Code page 850 is not changing.

2. Code page 857 (Turkish), plus various other code pages that have
    room for it, are adding the Euro at unused code points.

3. Code page 858 is a new code page cloned from 850 but replacing the
    Turkish dotless "i" with the Euro. This is not a significant loss
    because Turkish normally uses 857 anyway.

4. For tactical reasons, OS/2 will use code page 858, but will *label*
    it "code page 850" for the time being. This will eventually be fixed.
