If you are referring to:

U+0400 CYRILLIC CAPITAL LETTER IE WITH GRAVE

for Macedonian, the answer is no. It looks like U+0415 IE with
a grave mark.

If you are referring to:

U+040D CYRILLIC CAPITAL LETTER I WITH GRAVE

for Macedonian, the answer is yes.
