These three are intended, among other things, to provide a
mechanism for plain text transmission of the basic content
of Japanese furigana (= Ruby ~ rubi). The three characters
reflect the semantics of similar systems already in
existence for implementations on Windows, but give standard
code points to allow such implementations to use Unicode
code points conformantly in their data streams.

Details will be in Unicode Technical Report #12,
when that document becomes available.
