UTF-8 decision points

Thank you for the replies to my original questions about UTF-8 in web
pages. After reading your various e-mails, I have gleaned the following
points:
   Hong Kong uses characters that are not defined in Unicode;
   In this case, UTF-8 or any other Unicode encoding cannot represent my
   necessary characters;
   For most other locales, UTF-8 would work great and is highly desirable;
   Most browsers support UTF-8;
