UTF-32 is post Unicode 2.0 work- see UTR #19: Interoperable 32-bit
Serialization
for details. It is still in a draft form.

Notice that UTR # 19 has not even been approved for Unicode 3.0 in the
current Unicode 3.0 Beta Summary-.
