Why have GREEK SMALL LETTER THETA and the the character used to represent
unvoiced "th", in IPA, unified, when other shared greek/ipa letters
(e.g. LATIN SMALL LETTER OPEN E / GREEK SMALL LETTER EPSILON) have
(correctly) not been unified?
