Please don't forget that ISO/IEC 10646-1 specifies user defined
groups 0x60-0x7F ( 32 groups times 256 planes ) in addition to
planes 0xE0-0xFF in group 0x00.
These will almost certainly be used for Chinese and Japanese
migration of older encoding methods. Whether or not they get
used enough to become standardized is quite another issue.
