They are described in Unicode Technical Report #7, "Plane 14 Characters
for Language Tags," available at:
http://www.unicode.org/unicode/reports/tr7.html
I don't know if and when any vendor plans to support these things.
Most proponents of language tagging mention its benefits in functions
such as spell-checking. I was proposing a somewhat different use,
selecting presentation glyphs based on the language. I haven't heard
anyone else mention this before, so I doubt it's a high priority on
any company's development list.
