The UTC mandate was to provide the names of C1 control characters
*as defined in ISO 6429*. That is not the only designation of C1
control character usage or names, by a long shot. But it is a
reasonable set of defaults. Not *all* code points in the range 0x80..
0x9F are given a control function in ISO 6429 -- hence the entries
in UnicodeData.txt that have no associated 6429 name comments.
