Jeff,
Atsushi Kaneko, Manager of Software Localization Engineering at Autodesk,
gave a presentation on Windows software localization in March 1999 at a
SimulTrans forum. A summary of that presentation can be found at

The summary includes quite a bit of information about MBCS. For example, it
lists run-time library functions which can handle MBCS in Visual C++ such as
"isleadbyte()", "_ismbblead()", "_ismbbtrail()", "_mbschr()" or "_mbsrchr"
etc.
Perhaps the summary would be helpful in your research on the term
"multibyte" as it relates to C development.
