Minzir,

These languages (Farsi, Pashto, Urdu, Punjabi, and others) do indeed use the
Arabic script, and since there are several Unicode subranges devoted to the
script, its fair to say that usually when someone is talking about Arabic
here they mean the script, not the language....

An exception would be in cases like this one, where a discussion moved over
into Arabic code pages like Windows-1256 and its limited support for a
non-Arabic-language Arabic-script, Farsi. :-)
