Does the reversal of that decision have anything to do with the recent
timing of publication of character set standards KPS 9566-97
(http://www.itscj.ipsj.or.jp/ISO-IR/202.pdf; also described in Ken Lunde's
1999 book) and KPS 10721-2000, both of which contain hanja?
