[unicode] Japanese characters don't display in the title of a pag e.

Hi all,
        My HTML looks like this.

<HTML>
   <HEAD>
         <meta http-equiv="Content-Type" content="text/html; charset=x-sjis">
        <TITLE>"Any Japanese Character"</TITLE>
  </HEAD>
  <BODY>
        Testing Japanese
  </BODY>
</HTML>

But the title appears as junk. any ideas? I have noticed this problem in
other web sites too.
Is this a know bug or something?
