Arabic Ornate Parentheses

As the name of the characters U+FD3E and U+FD3F suggests (ORNATE
LEFT/RIGHT PARENTHESIS), and one can conclude from not seing them listed
as 'Quotation_Mark' in 'PropList.txt', these should be some kind of
parentheses. But due to my experience, these are used as quotation marks
in Arabic texts, and not parentheses. Anyone who can provide more details?
