NEGATIVE in that character name just means white-on-black.
However, U+0F33 TIBETAN DIGIT HALF ZERO has the value -1/2.
In general, all the values are rationals.

Replace ; with "," (including the quotes) in UnicodeData-x.x.x.txt,
add another " at the beginning and end of each line, rename it to have
a .csv filetype, then it will load into most spreadsheets.
