I'm not sure what you are referring to in terms of LCID and Codepage values.
I have used the ALA-LC Romanization Tables: Transliteration Schemes for
Non-Roman Scripts 1997 Edition compiled and edited by Randall K. Barry ISBN
0-8444-0940-5 from http://www.powells.com (contents not yet available on the
Internet) to identify characters recognised by the Library of Congress in
their MARC system.
