James Kass's own Code2000 has Tengwar in the Private Use Area, at range
U+E000..U+E05F.
I am not sure whether that is CSUR encoding but, however, it is a *legal*
way of encoding Tengwar on a web page, and it just requires the same free
font used in many other entries of Tex's demo page.
