Keep in mind that this is essentially what can happen with a dead RA in
Devanagari.

In tengwar.pdf, it was suggested that two fonts would be needed. There is
yet one more possible solution: that language tagging determines the
shaping behaviour, and that for certain languages the combining marks are
positioned over the following character, similar to the dead RA.
