The US military uses 24h time, the rest of the country 12h time, and so on.
The one-size-fits-all approach taken by the original locale model doesn't
work. At best, the can list the most common case. On computers, for those
cases where automatic dates are most often produced (directory listings)
the requirements may be different than in dating documents.
Business and other documents don't necessarily have the same style, which
means that word processors have always supported many more styles for date
and time than the 'locale'. Check the options in word or excel to see what
I mean.
