Yes. Well, maybe. It all depends. If you already consider Tengwar
"legitimate" for encoding, then you probably don't need any further
convincing.

If you previously thought Tengwar was not appropriate for encoding
because it was invented for fiction, then you would have to reconsider
it in light of its new "real world" usage. You would need to consider
the size, literacy rate, and potential body of written work of its user
base, just like any other script. And you would also have to consider
how well documented the script already is, which might put it ahead of,
say, Tifinagh in the priority queue.
