I think of the mirrored stuff as: "We (Unicode) do not want to encode
separate characters for ltr and rtl contexts (just like we do not encode
separate characters for horizontal and vertical). The selection of the
appropriate shape is a layout problem, which in general requires the
cooperation of the layout engine and the fonts. However, it happens that
in some cases, the layout engine alone can approximate the correct
behavior by using the mirrored data and doing character transformations.

The case of square roots is beyond what the mirrored data can handle.
You really need a combination of layout engine and fonts that can work
together to achieve this. I know that OpenType does not accommodate that
today (that's why we need a new feature). May be AAT or Graphite already
handle this?
