We have a mapping table collection at http://oss.software.ibm.com/icu/charset/
which contains more tables than the ICU library's default collection.

There is windows-932-2000.ucm/.xml for example. Check out http://oss.software.ibm.com/icu/charset/roundtripIndex.html
for what are similar tables.

ICU has a C conversion API and JNI wrappers for it.
