Yes, Greece is in the EU, as you will see from the dual-script caption on
the banknotes: "EURO ΕΥΡΩ".
But the European Parliament's web site normally ISO 8859-7 for Greek, but it
switches to Unicode when a Greek page needs names in Latin script containing
non-ASCII characters. E.g., see this page (containing the names Hervé,
Marie-Hélène, François, Françoise, Ó, Seán):
