However that is, and always has been, a non-conformant practice. It is
proper to use the private use area. It is never OK to just pick a reserved
codepoint and assume that you can use it for whatever you like. That
practice is non-conformant and causes long-term problems: some people may
now transmit data using that codepoint thinking it is Afghani sign, but
everyone else in the world will receive a Drachma sign.
