Abkhaz letters

I was asked (or rather challenged) to transcribe into a web page the
writings on the emblem of the Abkhazian ASSR approved in 1925.04.01,
which were set using the 1909-1926 orthography.

I put it at < http://www.tuvalkin.web.pt/unicode/su)geab.jpg > and
started working on it. Minutes later I ened up with a number of question
marks, which I'd like to have your input about:

(around the rim:) &#1040;&#1055;&#1056;&#1054;&#1051;&#1045;&#1058;&#700;&#1040;&#1056;&#1062;&#1040; &#1040;??&#1051;&#1040;&#1219;&#1059;&#1040; ?&#1045;&#1043;&#780;? &#1056;&#1214;&#780;?&#1030;?&#1054;&#1059; &#1065;&#1214;&#1045;&#1030;&#1044;?&#1065;&#1050;?&#1051;

(inside the disc:) &#1057; &#1057; &#1056; &#1040;&#1191;&#1089;&#1085;?

My doubts refer to:

- Reversed sigma -- is it a variant of U+01B7 : LATIN CAPITAL LETTER
  EZH?

- Something that looks like a latin "V" -- later replaced by U+042B as
  suggested at <http://www.flagspot.net/flags/su-geab.html#1923> and
  <http://www.flagspot.net/flags/su-geab.html#1928>? How should it be
  encoded?

- Resversed "P" -- cyrillic "Q"? How should it be encoded?

- I feel tempted to put a <GJ> between the apostrophe and the "A" in the
  first word... Regular letter-apostrophe or diacritical (comma above
  left?)?...
