    Keyboards are just XML files. If you're on Mac OS X 10.3, you can find
    samples inside
    /System/Library/Fonts/Unicode.bundle/Contents/Resources/*.keylayout.

    There's a program called Keyboard Builder which purposes to let you
    edit and create layouts; you can get it at
    <http://www.versiontracker.com/dyn/moreinfo/macosx/20953>.
