    Well, first off, there's the note that the behavior of PO and PR is
    informative not normative. Then there's the fact that given the note
    in the definition of PR:

    Many currency symbols may be used either as prefix or as postfix,
    depending on local convention. When used in that way, these
    currency symbols should be treated as if they had line breaking
    class PO.

    It's enough to make me want to add a pair of rules:

    NU x PR and PO x NU to catch such cases if I were
    implementing a line break algorithm myself.
