May be it would help if the other files not included in one version and
inherited from another where listed in a simple text file that would map the
missing inherited files along with their version in which they are defined.
Why not a mapping file within each version folder that also lists all files with
their base name (no version appended, to be used as a key), a separate version
field, and may be a relative URL that links to their respective folder.
In addition, two other fields may be of interest: a normative/informative
status; and a base/derived status.
No need to create a complicate format, a basic CSV file using semicolons
(similar to the format used by most UCD files) would be enough...
