Percent signs and Line Break property

    ARABIC PERCENT SIGN (U+066A) has Line Break class AL
    PERCENT SIGN (U+0025) has Line Break class PO, as do
    PER MILLE SIGN (U+2030) and PER TEN THOUSAND SIGN
    (U+2031). All other properties appear to be identical for all
    four characters Including being in Bidi Class ET. Given its
    usage in URL's if you had told me before hand that only one
    of these characters had Line Break class AL, I would have
    guessed that it was U+0025 and not U+066A. Is there a
    difference in how the Arabic Percent Sign is used from
    the basic Percent Sign that warrants its being AL or should
    its Line Break class be PO as well?

    (i.e., is '50 %' in Arabic written as '??%' or '%??' ?)
