An example of a text editor which does allow the user to choose is UniPad
http://www.unipad.org/
(right click on the file and then choose Current Options)

Another example is Babelpad
http://www.babelstone.co.uk/Software/BabelPad.html
(Options /File Options / Save withh BOM by default)
