That is what is going to FDAM ballot, and will define the
contents of the eventual, published Amendment 2.

You are misreading the disposition of comments. The German
vote was negative on the FPDAM2, because it contained
Phoenician. The wording of their comment was unclear, but
by reference to their PDAM comments, it becomes clear that
they were asking that Phoenician be removed from the amendment.
The request to remove Phoenican from the amendment is what
was "Not accepted" -- and as a result, the German vote on
FPDAM2 remained negative.
