    If this is an error or omission, then how does it impact the stability if this is changed?
    Your public review indicates that "March 1. The freeze will apply to all properties defined in the following files: UnicodeData.txt". But decompositions are part of this file.

    Given that the 5.0 standard is still not normative, I don't think it affects stability if this is changed. But if this is not changed now, it won't be possible to change it after the release, as indicated in the PublicReview page:

    "Substantive feedback received after March 1 regarding any of those properties will be recorded and taken into consideration in review of future versions of the standard, but will not be reflected in modifications for Unicode 5.0."

    This solution won't work due to the Stability pact. So are those decompositions already normative???
