There is something dubious with that page, as for Romanian the
situation is as follows:
„” (201E & 201D) used for quotation mark
«» (00AB & 00BB) used for alternate quotation mark, mainly when
there is a need for quotation inside a quotation
’ (2019) used for apostrophe
