Why are U+0390 GREEK SMALL LETTER IOTA WITH DIALYTIKA AND TONOS and U+03B0
GREEK SMALL LETTER UPSILON WITH DIALYTIKA AND TONOS uppercased (and
titlecased) to the sequences <U+0399, U+0308, U+0301> and <U+03A5, U+0308,
U+0301> rather than to <U+03AA, U+0301> and <U+03AB, U+0301>? Most (all?)
other casing maps map to NFC sequences.
