It seems to me that Microsoft is not the only one with this problem.
Tahoma is Microsoft.
Courier New is Monotype Corporation.
I have an old Courier (Type 1) font, which has the same vertically
mirrored glyphs for 201C. The copyright says „Copyright (c) 1989, 1990,
1991, 1992, 1993, 1997 Adobe Systems Incorporated. All Rights
Reserved.”
So ...
(just curious on how is the modern (?) Courier on MacOS)
