Unicode 5.1

    I've just taken a look at document n3109 [
    http://std.dkuug.dk/jtc1/sc2/wg2/docs/n3109.pdf ],
    which is called PDAM 3.2

    From the look of it, it seems that the Unicode
    Consortium is already preparing for Unicode 5.1. Not
    being familiar with the details, I'm wondering if this
    is normal draft procedure, or does it imply that
    additions will be frozen soon (or even already) and
    the Consortium will procede with Unicode 5.1 as soon
    as practical?
