    Note also the advice on page 6, section 1.9, Rule 8, to use
    U+201F DOUBLE HIGH-REVERSED-9 QUOTATION MARK.
    I take this a further evidence that that character is NOT
    a "glyph variant" of U+201C. I do NOT like the current (d9)
    statements in the nameslist:

    on 2019 and 201C: "this is the preferred character (as opposed to...)"
    on 201B and 201F: "has the same semantics as ..., but differs in
    appearance"

    It would be better to state (at least for 201F): "used as opening
    quotation
            mark in some languages"
