The names list can easily indicate that the numerals do not have
current use but were used until the beginning of the 19th century.
Encoding them in some other block would not really be an option,
considering that there is so little space in the BMP, and indeed the
unused space in the Sinhala block is only really there because we
knew about archaic numbers.
