First of all, if you really want to propose new characters, there's a
form to fill out. Go to <http://www.unicode.org/pending/
proposals.html> and read thereat.
Secondly, characters which are being proposed because they *ought* to
be used but aren't in actual use are almost certainly going to be
rejected.
