Incidentally, I note that a large part of the 2-byte UTF-8 range is
occupied by the Roman alphabet and its extensions. Although these
might seem to be "elite characters", which might have been relegated
to the three or four byte ranges on the theory that their users
can afford the fancy technology necessary to deal with them, the
majority of languages of lesser developed peoples are written using
the same characters, making this an unattractive option.
