    Yes. Unicode and 10646 have been out of sync wrt character repertoire
    a couple of times. Most recently Unicode 5.0 (published July 2006)
    included four characters (U+097B DEVANAGARI LETTER GGA, U+097C
    DEVANAGARI LETTER JJA, U+097E DEVANAGARI LETTER DDDA and U+097F
    DEVANAGARI LETTER BBA) that were not included in the corresponding
    10646 amendment (Amd.2). These four characters were included in Amd.3
    which only completed its final round of technical balloting in 2007
    (and was not published until 2008).
