Whilst many are not familiar with the term "UCS", this does not mean
they are unconcerned about the differences the UCS makes in there lives.
If indeed there is in the majority of the human race an instinct that
encoding flag the flag of their country is a pointless activity, this
is then an indicator that no flags should be encoded.
