If you go to Unicode at least whatever costs are involved should only
be a one-time expense OTOH if you move to ISO/IEC 8859-4 or -10 you
may face a similar problem in a few years if someone then decides the
database needs to handle yet more characters (e.g for non-Norwegian
names.)
