That has always been what I see in Word 2007.

Word treats SHY (SOFT HYPHEN) as an always visible character. At least Word
2007 treats it as allowing a line break after it, though.
Interestingly, if you have two HYPHEN-MINUS characters in succession (--),
Word only breaks after the latter of them. This is fine, considering e.g.
special notations involving such a combination, as well as some French
surnames.
