Update of Public Review Issue #134

The Unicode Bidi Algorithm for Unicode 5.2 has been updated with changes
directed by the Unicode Technical Committee. In addition, there are
explicit notes requesting feedback on three open issues whose resolution
could have an effect on how bidi text is displayed. Feedback is welcome
on these issues. For a listing of the changes in the current draft, with
