    Not really, actually. Accept-Language results will often also give you just
    'nl', 'en', 'de' and you will have to make assumptions which specific locale
    is meant. nl-BE or nl-NL, en-GB, en-US, en-AU, or another, de-DE, de-CH, or
    one of the other...

    Hence the mapping table in Babel (which can be overridden).
